He holds a doctorate in public law and political science. He also holds training certificates in human rights and international law obtained in France, Italy, Lebanon, Mexico, and the United States.
Legal advisor to the General Secretariat of the Government since 2000, he is currently head of the education, culture, habous and Islamic affairs department.
Member of the National Commission for International Humanitarian Law from 2008 to 2018;
Member of the commission in charge of naturalization applications since 2005;
Former Vice-President of the Mediterranean Institute for Human Rights and Humanitarian Law;
He represented the government of Morocco in several regional and international conferences held in Abu Dhabi, Algiers, Brussels and Geneva;
He has participated as a speaker in national and international conferences;
Author of scientific contributions published in several journals on the themes of autonomy, human rights, international humanitarian law, and the Millennium Development Goals;
He is also a visiting professor at several higher education institutions.
